Izvolite moj test means “Here is my test”. The sentence builds directly on the passport phrase; only the last part is new.
The officer receives your test, looks at you and asks whether everything is all right – and drinks his litre of tea again, the familiar image for izvolite. On the cup is the moon, and on it a hedgehog is doing a fitness test: moon and hedgehog give you moj, while the test speaks for itself.
